access-control behavior in acme 4500 SBC

in Acme Packet (MOSC) Question

When a flood of INVITEs from the source IP in ACL hit the SBC, we see response 403 From: URI not recognized error to 1st one and no response at all to subsequent INVITEs.

Shouldn't SBC ignore all? No response to all INVITEs that is.
