Why? WEB spend lot of time stopping

Experts,

           

Thread keeps running even after application has been stopped in Websphere

we stop web services , but it spend 40min stopping and then 40 min more starting, then notice java process was at 98% cpu usage

1_do you know possible reason a PID, Kernel doesn't release and keep status holding?

2_any issue with recycle process?

3_could a PID hold, to consume all CPU resource?
