Move slip printing with unsuggested lots and trips-Excess Quantity error in P4617

We have setup two phase picking- PACKOUT is the phase 1 staging location and SHIPPING is the final phase 2 location.  We have all the required setup on the item and location profile. The audit report for R46171 (attached) shows a random location suggested with lot 456374-1. This is fine.  The issue is on the move slip report (attached)- two waves were created and the first wave has 6 different trips listed with lots that were never suggested by R46171. The second wave is correct.  When trying to confirm the first phase in P4617 the error is received "Exceeds Quantity".
