Installing a new cluster on the same servers as an old cluster - quorum issue

I have a pair of T3s that have been running Solaris 10/Cluster 3.2u2 for years in my test lab.  Storage and quorum are SAN (IBM XIV) LUNs.  Recently, I reloaded the servers with a newer load of Solaris 10 and installed a fresh version of Cluster 3.2, and the cluster is unstable.  As soon as the installmode mode changed, and during reboots afterward, there was a reservation conflict on the quorum device and a node would panic.  I tried to change reservation keys from SCSI-2 to SCSI-3 but the same thing would happen: reservation conflict, panic.  I decided to start
