How to disable certain function in project billing inquiry form?

We are using EBS version 12.1.3

If I go to project billing inquiry -> agreements form, the user is able to edit the agreement. How can I make this view only so that the user can only view the agreements and not edit them?

Also under billing inquiry->events-> project/all, if I go to these form, there is a new button. How can I gray out the new button? I assume this is some function I can just exclude, but I am not sure what function name this is. Gurus, please advise. Thank you very much.
