withholding and prepaids

In contracts does the system allow you to have prepaids and withholding at the same time?

we are on version9.0 and I don't see that the system is allowing this functionality. And in some instances a zero dollar line gets inserted into CA_WTH_TERMS table, requiring a manual sql to clean up and then enter prepaid. This happens occassionally. Any ideas on this?
