Order line status is Picked Partial. Expected behavior is to split the line and backordered the lin

An order line got split due to insufficient quantity and tried to fulfill the order by picking it from another warehouse, but the second warehouse cannot satisfy the remaining quantity requested so the line got partially picked, not split and backordered.  What is the standard behavior?  The shipping exception indicates the error was due to change of scheduled ship date.
