Copy Budget from Budget type to another Budget TYpe issues

in Projects - EBS (MOSC) Question

Hi, I am using Oracle Projects Costing. I have uploaded budget through API in a budget type from Jan-2011 to Jan-2015 successfully. Now Copying it to another budget type. It is copying from Jan-2013 to Jan-2015, it is skipping 2011 and 2012 budget values. Any idea what am i missing.
