Failed to import project on service bus 11.1.1.7 in cluster.

Hi friends!

We have wls 10.3.6 with oracle service bus 11.1.1.7

There are 56 managed servers in cluster (4 managed servers on each physical node).

When we try to import our project in service bus console system administration - import resources)

and all servers in cluster are running, we get an error

when only 4 servers in cluster are in running state, - import successful
