How to make the Revenue Amt not editable?

We are using EBS version 12.1.3

At this point, when we go to billing inqiry->events->project/all and search for a project number. The event summary form displays the searched projects and the Revenue Amt field is editable (in other words, the user is able to change revenue amt.) How can I make this column not editable? I have tried to use personalization, but not sure how I can achieve that. What should be the condition, processing mode and target object? Gurus, please advise. Thank you very much.
