Event trigger will not fire from ScheduleService web service

I make a soap call from a pl/sql procedure. In the soapcall, I provide the reportdata.  The report will produce and burst as defined in the data model.  However, the after report event trigger never fires.

I have used the ScheduleService in the past without supplying reportData.  In those reports the data is fetched via sql in the data model. The event trigger in those cases fires. So the only difference is this time, ther is no sql query and report Data is submitted in the soap call.

Is there some parameter in the wsdl I need tos et to enable event triggers?
