Execute poresreq.sql with user different than apps ?

Hello,

I've created a user in database and i need to grant him to execute those two scripts "poresreq.sql,poxrespo.sql" as per note 390023.1;

Or can we integrate those scripts on application as concurrent request (via sqlplus)?
