Is patch 18403927 available for R12.PER.B?

We're experiencing the same error as defined in doc id 1669449.1 - unable to define accrual plan with the same name for multiple businesss groups.

This is explained in bug 17367901 - accrual plan name validation error.

To implement the solution, it says to apply Patch 17367901 for R12.PER.C

we're on PER.B however, but the bug references

ARUs release and / or bugs logged for other releases:

18403927:R12.PER.B

I can't find this patch on My Oracle Support- is it still avaialable, or how can I get this solution applied to R12.PER.B?
