After applied the Patch 17618077 the Home Page & FW pages are not displaying correctly.

Refer the document 389422.1, I have applied the Patch 17618077 in R12.1.3 application. Now the Home page & HTML pages are not displaying correctly. Please refer the attached screenshots. Is there any way to de-install the above patch or resolve the issue?
