Oracle Client separate Oracle Home from DB?

In the past we've always installed the Oracle Client CD into the same Oracle Home as the Database Install.  Our developers compile Pro*C and Cobol on this same server.

We're currently 11.2.0.2.6. I am moving to 11.2.0.4.0 and I read where the Oracle Client must now be installed into a separate Oracle Home.  Is this absolutely true?

If so, I'm assuming the developers' profiles will have to point and the Client Oracle Home and Bin directories rather than the DB Oracle Home and Bin, correct?
