Can you assign multiple Legal Entities to a tax regime setup

We needed to create a new OU attaching to a new LE but using the existing primary ledger.  So now the primary ledger has 2 LE's, and when assigning the new LE to the EBTax setup, taxes are not calculated for the new LE.  Can anyone provide insight if you can attach 2 LE's to the same regime to rate flow setup.
