Does anyone else have an issue with Sales Tax intermittently not displaying in P42101 and OnLine Inv

I'm on JDE E1 9.0 update 2; Tools release 9.1.3.4; Vertex Q series 4.0 -

Periodically, we will have a user entering an order (for a taxable customer and taxable item) and the Order summary tab in P42101 will not display sales tax.  They can inquire on the order in On line invoice and it also shows no sales tax.  However, I can inquire on the order and see sales tax.  Once the user logs out and back in again and re-inquires, then they see the sales tax.  It's like the connection to vertex is being dropped, but only for the specific user.  Has anyone else run into this issue?
