adop session stopped when applying NLS-related patches

Our adop session (adop phase=apply patches=19064741 hotpatch=yes patchtop=/patches ) stopped with following messages. It automatically input 'NO' to the question related to NLS-related patches. According to patching secion of note E22954-15 (Oracle E-Business Suite Maintenance Guide,Release 12.2,Part Number E22954-15), adop should prompt users about the NLS-related version of the patch before allowing user to continue for the patch that has NLS-related version.

This is a 2 node RAC (11.2.0.3 BP21) and 2 node Shared apps tier (12.2.3, start CD 48) env.

Please advise why it didn't prompt us before stopping the adop session.
