Oracle account Slow Log in .

Can someone please help me out, one of our users is having problem logging into his oracle account. It takes him approximately 32 seconds be he could  log into his oracle account and also takes him about 15- 20 seconds before he could access his work list .

Your contributions in addressing this issue will be appreciated.
