LUN presented to ASM but asm cannot see it as candidate

ORACLE DB: 11.2.0.3

ASM

RAC: 4 nodes

per system admin, he has given a lun for FRA but when I run ASMCA to add this lun to FRA DG, the add disks screen does not show this LUN as Eligible. When I click "Show All", the lun shows up and a Header Status as MEMBER and not Candidate.

When I query the v$asm_disk table, this lun shows as following:

1. Mount_status = Closed

2. header_status = Member

3. Mode_status = normal

4. Name = BLANK

5. Failgroup = BLANK
