Create E1Local Tablespaces

What is the procedure to re-create the E1Local tablespaces on the deployment server.  I am upgrading from 9.0 to 9.1 and had to upgraade the OEE version per DOC ID 1527187.1 scenario 9.  When I go to run the attach bat files I receive ORA-00959 tablespace does not exist messages for each one.  Here is a snippit from the bat file output.
