Can I disable Geocode Address Validation in Oracle HR 12.1.3?

in Human Capital Management - EBS (MOSC) Question

Oracle HR is no longer the master HR system.  So we will be uploading employee data daily from the master HR system into Oracle HR.  We've encountered a few issues with addresses because the other system does not validate addresses.  In any case, I've been asked to find out of we can disable address validation when we load the employee records into Oracle HR.  We do not use Oracle Payroll.
