Action Invalid - R060116P

We have created an interface to populate the F060116Z file. When we run the R060116P, we receive "AN8- AddressNumber - Action Invalid" error on exception report for former employees who already have SSN/AN8, who are terminated or if there is SSN/AN8 or a vendor but no employee record.  Any ideas or are there process options we are overlooking?
