Unable to access Actions > Fulfillment Acceptance from the Sales Orders form

Dear Friends,

I am receiving the below error while trying to access Actions > Fulfillment Acceptance from the Sales Orders form.

"You have insufficient privileges for the current operation. Please contact your System Administrator."

Could any one please let me know the set ups required to enable this functionality?

Also it would be helpful to know how this functionality works?
