Oracle Project module Initiate Requisition button disabled

Hi,


In Oracle Project contract module user have created 5 lines and for each one requisition is created, Now he want all the 5 lines in 1 requisition. Currently the status of the requisition is cancelled for all the 5 lines. Also Kindly note that initiate requisition button is also been disabled.For your reference I'm attaching the screen shot.  
 
Kindly guide us know how to do this task.
