Payment integration from R12 and banking payment solution

We need to implement automation of data transport from R12 to external servers as per following action plan:

1- An XML published report with 'Excel/CSV/TXT format' in 'R12-Oracle Payables' and 'R12-Oracle Payroll' generated through concurrent program duly scheduled as per the business rules.
2- Automation required for placing the output of concurrent program which would be in 'Excel/CSV/TXT format' through 'SFTP/VPN' session to external servers.
3- Can we use seeded oracle EDI gateway or creating electronic payments functionality for this purpose?

Please help and guide to explore the opportunity by giving us an idea of any oracle standard functionality/Module/API can be used to fulfill the requirement.
