Oracle 12.1.3 - Can you add a line to a requisition already converted into a PO?

We would like to be able to add a new line to an existing requisition that has already been converted into a PO.   Right now we are only able to create a change order, which updated the quantity and price of existing line items.    Does anyone know if this is possible?
