Why Voting Method in Action Type is not being overridden by its Approval Group's Voting Method

Problem Description

We have used Requisition AME Approval for Approval.

Action Type - approval-group chain of authority, Ordering Mode is set as Serial & Voting Method is Set as 'First Responder Wins'.

We have two types dynamic approval groups linked the above Action Type.

But, One approval group Voting Method is Required - First Responder Wins (FYI- It is going multiple people having same position)

Another approval Group is Required - Serial (This is not working like Serial Mode. This is working as First Responder Wins type)

Could you please suggest, why Approval Group Voting Method is not overriding the Action Type Voting Method.
