No. of blocks

We were preparing budget on our prod server, when we suddenly came to know that there are 98 million no of blocks in our database. That was actually around 6 million blocks few days back. I believe there were no huge changes to the business rules or creation of new members that could result in 98 million blocks. We have also placed set createnonmissingblk on; in all business rules.

However, I ran clearblock empty; script and it brought down the blocks to 90 million which is still huge number as compared to 6 million. I do have a hot backup of application when we had 6 million blocks and I have also restored it on Test server. How can I compare both databases or can find out the cause of this huge number of blocks?
