After applying patch on EBS user interface is disfigured

Hello

I recently applied patch number 18911810 on EBS 12.1.3 and database 11.1.0.7 and as a result my user interface is completely disfigured. I don't know how I might fix this problem. any suggestion would be appreciated. I attached a screenshot of my interface to this post.
