Can install Oracle 11.2.0.3 to Windows 2012R2?

I read "Oracle Database and Client Windows Installation Certification Quick Reference (Doc ID 1231433.1)" updated on 26 Aug 2014 and show the supporting matix for Windows 2012/2012R2 for Oracle database 11.2 as below.  Does it mean that Windows 2012R2 supports all version of 11.2.x databases (except RAC)?  Customer is requesting to install Oracle 11.2.0.3 to Windows 2012 server which is not certified.  I would like to confirm that 11.2.0.3 can be installed to Windows 2012R2 before advising customer to upgrade the OS to R2.  Thank you.
