Employee Labor rate vs Resource Rate on Work Order Estimate/Actual Cost

Dear Experts

You would be aware that we can define rate at two places,one in resource form and second at employee labor rate to log cost more employee specific.

Scenario:-

Resource Rate = 20/Hour

Employee Labor Rate for employee defined under above mentioned Resource  =15/Hour

I was under impression that after creating and estimating Work Order 15/Hour rate will be applicable as I had also mention same Employee at operation level on Work Order.

But rate is coming 20/hour ignoring Employee labor rate.

Then I removed 20/Hour from resource and retested the solution but it came now nil.I was expecting 15/Hour atleast this time.
