How can I multiply on a row set?

I am trying to multiply on a row set by a percentage using the folowing:

Enter low row 13 high row 13

X (constant) .67264351

Getting results of the amounts that are pulled in the row only - not the percentage times the results of the row.

How can I get this calculation to work? Thanks!
