No order after charges were submitted

Hi,

After charges were submitted for a service request, CS_ESTIMATE_DETAILS table shows an ORDER_ID, but there is no order that exists with that ORDER_ID in OE_ORDER_HEADERS_ALL and Charges tab does not show any order details.  Could anyone please help figure this mystery?
