Upgrade 11.5.10.2 to 12.2 fails on pyfkbal.sql and pyfkteng.sql

We are upgrading from 11.5.10.2 to 12.2 using merged patches 10124646 and 18007406 per note 1320300.1 and the upgrade failed on pyfkbal.sql and pyfkteng.sql with the following errors:

ORA-02293: cannot validate (HR.PAY_BAL_TAX_TYPE_CHK) - check constraint violated

ORA-02293: cannot validate (HR.PAY_PGARNER_GARN_CATEGORY_CHK) - check constraint violated

We need to know how to get past this error so we can continue the upgrade. Can we skip these workers or is there a workaround available?

We also need to know whether there is a way to prevent this error during subsequent upgrades. Found bug 16974087 that references patch 16974031
