New internal bank accounts DFFs not visible R12.1.3

R12.1.3: For our internal bank accounts, we have setup DFFs (Cash Mgmt, Bank Accounts) and they are visible to existing internal bank accounts but are Not visible to NEW internal bank accounts.  Issue persists even after installing patch 19149948.  Ideas anyone?  Thanks!
