11.1.2.3.500 Can't apply ADF patch 16964825. Planning not accessible

After maintaining the Maintenance Release I lost access to Planning. So after doing some research I realized patch 16964825 had not been applied. I tried to apply it but first complained it conflicted with the patched already installed.

Patch [ 16964825 ] conflict with patch(es) [  16763038 13952743 ] in the Oracle Home.

It could not automatically roll back the patches so I manually rolled them back and then tried again without success. This what I found in the log:
