Dual UOM items

For items with Dual unit of measure is it mandatory to enter both Primary and Secondary Quantities while performing Transactions in Oracle. Item is setup such that Quantity is tracked in both Primary and Secondary UOMs. Can Secondary quantity field be optional while tracking quantities in "Dual UOM"?
