adformsctl.sh stop exiting with status 204

Hi

In EBS R12.1.2 environment,When running adstpall.sh, or adformsctl.sh stop,adformsctl.sh error out with timeout messages and exit with status 204

Error

--> Process (index=1,uid=1707742091,pid=10336)

   time out while waiting for a managed process to stop

There are no errors or issues when starting services.though existing with 204,after run adstpall.sh,not find any ap process ,the adformsctl.sh status as follow

Unable to connect to opmn.

Opmn may not be up.

Recent Change on the environment

upgrade EBS Database 11.1.0.7 to 11.2.0.4
