Siebel 8, add responsibility doesn't work for multiligual eservice

Hello,

Wer have a main application use siebel field servcice( High interactive mode) whose language is ENU. And also we have many multlingual eservice (SI mode) which use the same repository and compiled to different languages.

To allow the user have access to specific view in eservice, we added the responsibility to the user.

then the user tried to login to all the multilingual eservice URLs one by one, for some of them, the user can access the view with no error. But some got error message saying not allowed to access the view.

Tried to restart the component used by the eservices which have errors, after that, all the URLs works.
