Does anyone know in iRecruitment if we can limit a recruiter's access to a specific vacancy? One of

We currently have  "recruiter" and a "manager" responsibility set-up and we provide access to users accordingly.  One recruiter has access to all vacancies.  We do not separate vacancies by business group, organization, etc. The next recruiter in line gets the next vacancy.  How can we block one user from just one vacancy once?
