In R12 field service during debrief, Labor item LOV returns no value. How to set it up?

Hi,

We are using R12.1.3. In Field service, after creating the service request and task and assigning resource, when we debrief on the task, under Labor Transaction, clicking on the search button next to Item returns no value. How do we set up the items for Labor transaction or Expense Transaction?
