Should we must apply 18007406 when upgrading to EBS R12.2.0 from 11.5.10.2?

Hi Experts

My CT referred the following NOTE when upgrading to EBS 12.2.0 ago, when Consolidated Upgrade Patch 12.2.0 (CUP4) 17197281 is the latest CUP patch.

Oracle E-Business Suite Release Notes, Release 12.2 (Doc ID 1320300.1)

After he upgraded to 12.2.0, now he wants to upgrade to 12.2.4.

He re-checked the following NOTE and found Consolidated Upgrade Patch 18007406:12.2.0 (CUP5) is the latest CUP patch replace Consolidated Upgrade Patch 12.2.0 (CUP4) 17197281, so he wants to know whether he should must apply 18007406 first before upgrade 12.2.4 or not?

Any advice is appreciate.
