Colombia Localization Patches failing while applying

Hi Team,

When we are  apply the following patches.

9549250

12992266

13499751

13809728

13915180

16910911

18674481

We could apply patches 9549250, 12992266 and 13499751, however for 12992266 following two forms could not be generated successfully.

Also it is getting stuck while applying the patch 13915180 and does not proceed further.

We have tried it for two instances and for both the instances this is the problem.

Please help ASAP.
