Patch 18294720 Oracle iProcurement OE_ORDER_UTIL package body invalid

We are applying the EBS R12.1.3+ patch and were getting a failed worker. As a result, we were told to apply patch 18294720.  This patch did fix the issue, so that now the patch does not stop with that index problem. Now, it fails with the endeca issue. As stated in other posts, we can skip this if we aren't using Endeca.  Applying this patch does give us the APPS.ICX_ENDECA_UTIL_PKG package body as invalid.  Like the worker, I am just ignoring this invalid.  However, we are also getting an invalid package body for APPS.OE_ORDER_UTIL.  Has anyone else gotten this? Can we safely ignore this too?
