When I try the following I am getting and error, which I do not get on Vision instance.  What seems to be the root cause and what fix is recommended?  Thanks for your help in advance.

Responsibility: Trading Community Manager

Menu: Trading Community Manager

Sub-menu: Trading Community Manager > Relationships

Error I am getting in 12.2.4 version:

oracle.apps.fnd.framework.OAException: Could not load application module 'gcss.oracle.apps.ar.hz.relman.server.PartyAM'
