Heartbeat failed to connect to standby. Error is 12154

I am at a loss as to why I cannot get my primary and standby to talk to each other.  But I do admit this is my first attempt at creating a physical standby. My primary database and my standby database are Oracle 11gR2 2 node RAC configurations with ASM.  Based on all that I've researched, I need to have my primary PROD and my standby STDBY connectivity setup in the tnsnames.ora for all db's involved. I also have the listeners for each db mapped in the tnsnames as well.  I am able to connect as sysdba to the other
