Does any one Understand what is Hybrid State and Federal system?? My public sector client is talking

My state client is implementing EBS suite R-12 and state accounting folks talks about Hybrid system as there legacy system has TC codes and continue using TC Codes in R-12, My understanding is TC codes are no longer there in R-12 and been replaced by XLA?

we are about to start a solution design
