ENUSIA directory not available

Hi,

During the process of Localizing an Unshipped Language in Siebel Global Deployment Guide, (Ver 8.1/8.2 - Sep 2013)

While creating new language sub directories on Siebel server, the documentation refers to create a sub directory  XXXSIA and asks to copy files from ENUSIA sub directory under Siebel_Root/bin ..

But there is no such directory "ENUSIA"  exists ...Can we skip this step?

Please advise.
