Able to add disabled reference designator

Hi Experts

Product version: 12.1.3

When Change the Designators, if there is a line of reference designator 1, firstly disable it,and then to add a line of reference designators is 1, system will not remind the designator is already existing.

Test internally, there will be error like 'APP-INV-05107: Reference Designator already exists' occurred to prevent this happening.

Is this expected behavior?
